If they'd maintained his G1 transformation and proportions, most certainly. Movie Starscream's wide body and raptor legs help absorb some of his mass, but they still cheated him down in size a little.
What were you watching, some cellphone-recorded bootleg bittorrent copy? There's nothing wrong with the show's CGI, and I'd be surprised if there's a better looking kids show on tv today; to say the quality was PS2-level when the PS3 couldn't even match the show's graphics makes your comments suspect.

Of the 5 episodes of Prime I saw I liked Ratchet's design but everyone else was meh.....good thing really as the lack of intrest in any toys from the series means more 3rd party stuff for me!

No, it has to do with subjective orientation. I think the Bay designs are silly, and certainly no less silly than G1 designs would be the screen. You seem to be justifying everything from these movies as looking realistic and reasonable without being critical. Transforming robots is a silly idea, and they will necessarily look silly no matter what.I guess it all depends on if you like the movie designs or not.
Personally i think the movie designs are very well done and suit the real world setting perfectly.
Anyone who cant tell them apart needs glasses or should actually pay attention to what they are looking at instead of whining that its the designs/film makers fault as i never had any trouble deciphering who's who.
Then again, its much easier to just jump on the idiotic Bay hate bandwagon isnt it?
glad to hear I'm not the only one who actually likes the movies and their designs. I love G1 as much as any TF fan. after all, like most, it's what I grew up with. but i don't let that stop me from enjoying what's attractive to today's audiences.
