I'm looking at pictures and looking at pictures, and I can't see Mark Hamill in this sculpt anywhere.

It's the figure that broke my completist streak.
People look for different aspects of images. Your own preferences will dictate what you choose to see in an image no matter what that image is, short of a picture or video. It is no different with the sculptors. They will lean toward the aspects that they feel identify the character. And getting things picture-perfect from every angle is a pretty tough thing to do because there are transitions between aspects at different angles that are very subtle, but will affect the end image. I can easily see where some can see Luke (or any of the characters) from some angles and not from others. And this fact leads me to be able to understand that some people won't see the likeness at all, from any angle.
Sometimes, a better likeness is achieved and from more angles. But to me, even ANH Obi-Wan has some angles that are not recognizeable as Sir Alec Guiness.
This happens less on an alien or armored likeness, because, in essence, the sculpt is a copy of another sculpt. All the angles of the likeness were originally done by hand, not by genetics. So there are fewer of the individual nuances that make the faces of the actors.
And then you have to add the fact that the recasting done during the production process affects the sculpt as well. The sculptors have to exagerate some aspects of the likeness to get them to survive the re-casting, and that can not possibly be an exact science. But they are getting pretty damned good at it.
Oh, yeah. And how about those production paint applications. The paint applications are not an exact science either. The masking technique is subject to issues like how close the holes are to the head being painted, paint build-up on the holes in the masks, and even the smallest details like what angle the paint source is held at all can have some small effect on the likeness. And if multiple issues affect the figure...the likeness will even be farther off.
These are some of the lesser reasons I do not demand that the sculpt look like the actor (the primary one is that I feel it lends to idol-worship and I am my own idol

). As long as it is a good representation of the character. And we have had some incredible sculpts in the Star Wars line. Some are even excellent likenesses of the actors, but not one is absolutely perfect. That is not really possible, in my own opinion.
