Technically it can be both, he shoots the bus driver righty, though the left figure hand is better made to hold the gun.

He seemed to be predominently right handed. Knife to Gamble and Rachel was in his right, I believe he always used his right in the 18 wheeler going for Dent. It seems like lefty in the bank is the anomally. Perhaps for the sake of shots or something, Nolan wanted him holding it in his left and when he started moving the money bags around he forgot and went back to right.

That's the Takara cape actually; it almost flows to that position by itself...
