Key word here is "collaboration". The director has the final say, but good actors are able to bring their own interpretation of the character to the table and develop it with the director.

At the highest level they actually seek out actors that have developed their own styles/methods and want them to bring that with them to the film they're making. True story bro!

Sometimes that happens, but that boils down to a bad actor\Director relationship. But for the most part, the actor is the employee, an the director is the boss. Simple as that.
