I think Iron Man and Thor can carry their own sequels with their existing supporting casts returning, but most of the characters from the first Captain America film will not be appearing in the sequel. If they are building a whole new supporting cast, this will need the familiar SHIELD faces far more than Iron Man or Thor, so it makes sense to do it this way.

Yeah and consider ping that the original Winter Soldier story line is VERY Shield heavy. Besides who else does Cap know other then Dhield agents and the Avengers ..lol
