So if they start filming now we can expect the to show us some preview of the figures by winter maybe it would be nice to see how they update Caps outfit.

I can only assume the reason the winter solider is wearing a mask is because they don't want the audience know who he is so the give him a mask else the would have stuck with the comic version

Considering the tone this one is supposed to take, I would imagine there will be a lot of time when Cap is out of costume, and when he is, I wonder if this version will reflect the darker theme of the film.
