What's the Agent 13 situation?

I'm surprised they are making a Crossbones and it just bums me out even more we most likely won't be getting an Agent 13. I've heard Agent 13 has a bigger role but I doubt we will get her.

If a character doesn't have a weapon or powers or a cool costume, they're just not gonna make figure of them. Most times they have to have something that relates to combat. Only one I can think of is Bruce Banner, and even then they gave him that scepter thing

Maria Hill, Phil Coulson, Pepper Potts and Nick Fury all have figures. Sharon Carter will too... Eventually.
