I just chalk up the jetpack to Jango being the prototype. The wiki just says he had it made before the Clone Wars, so it's entirely possible it was copied for the clones.

There's clearly more design similarities between the clones (and this one in particular) and Jango other than the jet pack. If you have a problem with the jet pack then you have a problem with the clones in general... which is fine, but it's not about the jet pack.

the skirt seems a practical decision to split it all the way up in the back. it looks cool when its a solid piece, but restricting.

Wow, they really went all out on him. Look at that backpack and blasters, head sculpt looks excellent.
