What types of Buyer Protection does PayPal offer and how am I covered?
If you pay for an item using PayPal and you have a problem with your purchase, we have two programmes to help protect you:
PayPal Buyer Protection (for eligible items purchased on eBay using PayPal)
PayPal Buyer Complaint Policy (for eligible items purchased outside eBay using PayPal)
PayPal Buyer protection
PayPal Buyer Protection offers full protection to buyers who pay for their eBay purchases using PayPal.
If you pay for an eBay item through PayPal and you have a problem with your purchase, then you are covered for the full amount (including postage) in the event that:
You don’t receive the item
You receive an item but it is significantly different than the description on eBay
To ensure you are covered you must:
Purchase the item on eBay using PayPal
Use the 'Pay Now' button when the listing closes on eBay or associate a PayPal payment with the eBay listing by entering the item number during the Send Money process
Ensure the claim is for tangible, physical goods that can be posted and are not prohibited by eBay or PayPal
File a dispute in the ‘Resolution Centre’ within 45 days of the payment. If the dispute can't be resolved, ask PayPal to investigate by
escalating the dispute to a claim within 20 days of the date the dispute was opened
Be willing to provide information during the investigation process. If we are unable to obtain the necessary information, the case may be cancelled without a refund
Only open one dispute per PayPal payment

PayPal Buyer Complaint Policy
The PayPal Buyer Complaint Policy applies only to items that are not received and which are purchased outside eBay. Claims regarding the quality of goods received are not applicable.
If PayPal decides the claim in the buyer’s favour, the buyer will receive a refund only if there are funds in the seller's account.
To ensure you are covered you must:
Ensure the claim is for tangible, physical goods that can be posted and are not prohibited by PayPal. Payments for intangibles, services, licenses and other digital content are not protected
File a dispute in the ‘Resolution Centre’ within 45 days of the payment. If the dispute can't be resolved, ask PayPal to investigate by escalating the dispute to a claim within 20 days of the date the dispute was opened
Be willing to provide information during the investigation process. If we are unable to obtain the necessary information, the case may be cancelled without a refund
