Despite the similarities (mainly being real clothes and sometimes hair), there's seriously no way I view these as dolls. The way these are handled and treated, and who they're predominantly handled by are two of the main things that set figures apart from dolls. If you're a 4 year old girl with your Ariel in the bath tub, you got a doll. If you're a 15-70 year old man who has a $150, $200, $400+ piece displayed like an adult, you have a high end figure.
The lines may sometimes be thin or blurred, but I think there are clear differences of what a doll is and what a figure is.
Facts:
1. If a child can play with it - it's a doll
2. A doll doesn't have to be articulated or include natural materials
3. Figurines and small statues can be considered dolls depending on various factors
4. Action figures are dolls

Well isn't this forum very comfortable in its sexuality

You don't even have to go that far. Just look at Hot Toys figures like Selina Kyle and Black Widow. Both have rooted hair, too .
