HT announced this license quite a while ago, then showed protos, pulled them down and then showed more pics and then pulled them down again.

All should still be good. An insider over at Fox says that Hot Toys jumped the gun, the figure was not approved by the licensing department at Fox yet. Even though it had the Gov's approval, Fox still has to sign off on it. They will. And we'll have DUTCH.

This makes more sense to me. That whole NECA angle sounds like propaganda to somehow damage NECA's rep. Which is just pathetic.
