Yeah it acts as lubrication to help the suit slide onto the body. I'm pretty sure this issue is minimal. There have been very few reports of it.
Edit: and after having just watched that video, it appears the oil he found on his figure was coming out of his boot which would seem reasonable as they are separate from the body. Oil could easily run out of the gap between the boot and the leg.

Also the person on the you tube clip below said the figure is oily just after he was unboxing it.

Personally I do not think the figure should be oily at all. Is it really true that they used oil to fit the figure in the suit?
