Most likely has to do with the type of collectors. Statue collectors (who buy PFs) don't want to pose and play with the pieces. They want to take them out of the box and put them on the shelf. Imagine what a furry PF Chewie would look like coming out of the box?
Whereas the 1/6 collector is used to putting together the figure and messing with it to pose it just right. They'll be more patient to get the fur looking just right.
One problem would be, what body? Do they use a base body or develop a new one, and what works best to disguise the joint areas.

The PotA fur is the first thing that springs to mind, and making that fur, dyed to an elaborate pattern, and resembling all the varying textures of the fur, from flaxin to waxin to ratty, and not make it look like carpet, is certainly something to look forward to. Wow.
