It wasn't made for political reasons or artistic reasons, it was made, as 99% of movies are, for money. The cast was simply an attempt to capture the expanding female audience, ala Hunger Games and Divergent.

I imagine the boardroom conversation at Sony went something like this...

We need to make a movie to take advantage of the properties we currently own.

No need, we have a script, the first movie! Just throw in some beefcake and contemporize a few jokes to reflect the change of gender.

Well, I refused to see BVS at the theaters cause I thought it looked horrible, and I've been true to my word, but I'd see that movie 5 times before I'd see the Ghostbusters reboot even once.
