Very odd news indeed. Hopefully they will shed a little light on this. And as much as I want this figure I really really hope that it is still not coming until October. Need to save. To much is coming at once right now.

I believe they are calling it an exclusive because HT is going to sell the version with the Exclusive Head at the Asian Toy Fairs this year.

HT probably made a ton of these and decided to slap the exclusives tag to try to sell these additional stocks.

Either that or Sideshow couldn't sell as many as they expect to and HT is trying to help them get rid of these excess stock in Asia.

So according to the Hot toys FB page the Bespin luke with the extra head has been added to the 2012 Summer exclusive list.

the unofficial Hot Toys Community facebook page lists it with this really ugly photo.
The official one doesn't. That just lists Gordon, Cap and that ugly POTC-chick.

Just checked into this thread to see if there were any updates on when this figure is shipping. Very disappointed because I was hoping to get this guy soon. Oh well, I guess this will be a very busy part of the year for my collection.
