I don't think this is the reason unfortunately. If the allocations are filled for a country and the figure is still on preorder or on waitlist it will state "Cannot ship to xxx". So you cannot join the waitlist if your country has already been allocated the stock.

Perhaps the 2 pack is down till its last dozen pieces or so, so instead of putting it in stock, they are leaving it on waitlist. Could be a ploy to sell the more of the non exclusive pack, or the single packs as well.

I remember something similar when I tried to preorder the Mark VII BD. There was stock for Europe but not any more for the US; so any attempt at a preorder was denied, and all I could do was go to the waitlist. That was a pretty terrible user experience, and I thought they would've changed it. Well, it was terrible for me but good for those in Europe who got to go through a normal checkout process instead of a silly waitlist. So maybe my theory wasn't so right after all. Still, I'm surprised they wouldn't even let you go to a waitlist; they'd need to be very confident in their sell-through rate to not take on a waitlist (or they have some other unknown limitations).

I don't doubt that some of the intention behind the waitlist is to manage stock and redirect sales so as to limit usage of discounts. I was just hoping for something more reasonable that's related to a limit on how many units they have available for purchase (whether it's in total or for certain regions). But if they're down to the last dozen pieces, that's a low enough quantity that I'd keep it on waitlist and re-evaluate when cards are charged for shipping. Maybe it stays on waitlist, or maybe it opens up to regular purchase orders if there is enough to cover everyone on the waitlist. It really depends on the demand for the set, and none of us really know what that number looks like.

Wish SS would get their policies straight.

When I flexed the Cap / Rogers set, they shipped to customers who had only paid the NRD and i had to wait a month to get mine. Was told this was policy, although I considered it an unfair policy when they's already gotten 85% of my cash.

But I figured at least I'll get the Groot Rocket set right away since I only paid the NRD. And of course they're shipping to flex customers first, so I'm not going to get mine until late June or early July (when I'll be on vacation).

I can't win.

Pick a policy Sideshow, this nonsense is why I buy 90% of my non-exclusive figures from other vendors.
 
I dunno, personally I don't care much where I am in the queue. Delays of one sort are another are pretty routine in this hobby. Also, buying your figures from other vendors just means an even longer delay before you get the figure in-hand, doesn't it? IIRC, BBTS and others get their stock after SSC has already shipped.
 
Picture request: Does somebody have pictures of all 4 released Guardians in a Detolf? I fear that all 5 will look a little too crowded...

Personally, I do care - I don't place pre-orders with NRDs to get stuff AFTER everyone else.

I don't mind if 50% ship from SS on a Friday and 50% ship on the following Monday, but weeks apart is ridiculous.

I get that the dock delays or even HT supply chain may be a factor, but I wish they'd stick to the policy they outlined the last tine I called about this issue.

And no, other vendors do get them before SS ships to all their customers.

BBTS was not only selling the Cap 2-pack weeks before mine shipped, but SS was doing contest giveaways (!!) for them before mine shipped - and i called asking them to charge the final flexpay as soon as I heard they were shipping - but they still wouldn't ship - makes no sense.
