I used to think that Sideshow waitlisted items early to prevent people from using coupons and points. Part of me still thinks that, but I think part of it is also international allocations (something I only learned about from the Star-Lord EX). They may only have so many units set aside for buyers in different countries, yet their website is accessible to every country. So rather than have some people in one country see a "waitlist" button while others see a "preorder" button, it's easier to have a single "waitlist" button and then manually convert waitlist orders if there is remaining stock in the customer's country. Those of us getting easy waitlist conversions are all in the US (I presume), so that just means that there are plenty of US-allocated units available for preorder.

At least, that's how I'm guessing it works.

I don't think this is the reason unfortunately. If the allocations are filled for a country and the figure is still on preorder or on waitlist it will state "Cannot ship to xxx". So you cannot join the waitlist if your country has already been allocated the stock.

Perhaps the 2 pack is down till its last dozen pieces or so, so instead of putting it in stock, they are leaving it on waitlist. Could be a ploy to sell the more of the non exclusive pack, or the single packs as well.
