HT's come a long way with rubber. Their Marcus Wright body has arms with a rubber skin around them, it's textured, has color variations to it, blood painted on, and Wolverine is just the next step. I don't think it's any special material, just advanced use of the same old ones.
 
No one's saying the arms have rubber over them, just the upper half of his torso, the abs/chest/neck/back segment. Using rubber to define that anatomy, primarily at the shoulder, would allow the figure to look as close to human as a fully rubber muscle body would, but because it's just a thin covering,the figure will still have a lot of posability that muscle bodies don't.
With the way it's jointed in the pictures you could still get the same kind of movement with plastic. That's why I don't think it's rubber. Wish someone in the know would comment.
 
The rubber used on the upper half torso is the same material used on Marcus arms, lower part torso is PVC, the arms are PVC. Hope this help.

There's an instruction on how to move the head without damaging it, turn the head left or right first, before move it up or down. Do not turn the head when it's looking up or down.

So I guess they would advise against pulling the head off?

Well then I hope a year from now we're all not on here complaining about how the thin rubber tore on our Wolverines. IMHO, Hot Toys could have gotten the same look using a plastic torso.
