I'd say so... I reckon he is. I mean come on the guy has wielded Mjolnir in the Comics.. hasn't he?
But then in "winter soldier", he does tell Nick Fury that he got his hand dirty.. “we did some things we weren’t proud of”
 
If you think about it.. Mjolnir didn't hurt Cap when Thor leaped at him in Avengers. and I'm sure it wasn't his shield that protected him against Thor's Hammer.

I did hear from somewhere that the Captain has lifted it before, I think in the comics. Wasn't 100% sure.
 
People talking about those creases when you bend the arms. Lol I'd be happy to have one. I'd put him on a semi museum pose just to showcase those God sculpted arms. Ahahhaha

It was his Shield, the reason it stopped Thor's Hammer is because it's completely vibration proof, there for absorbed the force of the hammer. The resulting force of energy that was generated was probably residual force being deflected from the shield

or else the Shield doesnt absorb vibration it merely deflects it
