All SSC does is order a set amount based on what they think they will be able to sell by taking previous sales and preorders into account. So, they place that order.
When the amount they have ordered runs low, they order more(Assuming that HT even *has* more of an allocation to give them).
Now, if people on here are grousing because they felt they were somehow tricked into ordering because they thought the item was going to sell out, that is not the case.
SSC is a business, and if more people order, they will order more stock.
