I would never buy a pre-sale on Ebay,
they charge you now and you don't get Paypal protection after 45 day period...
so if something happens in Dec, you're out of luck...

Exactly.

Whod actually buy it? Since you can't even file a claim or give a negative feedback if the seller decides to screw you, cause of ebay's 90 days policy.

This is just ridiculous, and there shouldn't be such auction in the first place.

I thought pre sales can only be auctioned if the seller can ship within 30 days?
