Because Kit's purchase price includes shipping. And the shipping costs will increase when paid by 4px or whoever the package carrier will end up being. The carrier will be the importer and have to pay those import taxes.
That still sounds strange but if the carrier is in fact the one who initially pays the import fees they are still going to pass that on to the customer during delivery (sometimes you can even pay ahead online) so in the end the carrier is reimbursed and the shipping cost didn't really increase.

If it's made in China, it doesn't matter what country it ships from as long as it goes into the USA, it will be slapped with the additional tariffs. The shipper will have to declare what that product is and where it was made from. Although, popcultcha can lie about it on the forms and risk not getting caught.
 
in europe, it works this way: you buy the product from overseas (US or Asia) the shipment will be held by customs at the airport, or harbor and it will be determined what kind of product it is, how much value is declared etc. .This will lead to the calculation of taxes / tariffs and customs fees. The delivery service will collect the fees upon delivery (sometimes you can pay online). The vendor does actually have not to care about any tariffs in other countries.So the prices shouldn't change at the web shop. Maybe it's different with the US?

That's how I always understood it too, though I was shipping something to Canada over the weekend and the PayPal shipping program I was using gave me the option as the U.S. seller/shipper to pay for the Canadian custom fees ahead of time.

Typically it is the responsibility of the buyer to handle the duty/taxes as it crosses the border. Sometimes items will "slip" through without getting inspected and charged. However, most times the border will apply the typical rates.

Interesting to see that PayPal has that option now. I've never seen that before, although I'm always the one shipping from Canada.
