I think it's just a matter of assembly line production. I'm not knocking the process, as it keeps the cost of our collectibles down somewhat. But basically, these maquettes, especially, seem to be assembled in pieces. It seems like the base is one area of the shop, the body another, even separate parts of the body seem to fit together like a big puzzle, so...
The area of the shop responsible for the quiver just didn't get correct or sufficient instructions and did not have any oversight prior to the final assembly of each Legolas.
Still, quite an excellent piece, and I'm super excited to see the continuation of this line with some Hobbits come December.
