I'm fine with the doppleganger villain in the first outing. You don't want to see the hero go up against someone who is underpowered that they can simply squash. If they face someone overpowered, they usually only win as a result of luck, coming up with some last minute idea, or outside intervention. Generally you don't have a way to gauge the hero's power and skillset, so a comparably powered foe is they way to test them. Sure it doesn't have to be the same type of powers, but in these types of stories the villain is the dark mirror to the hero. To win against a similarly powered (or slightly superior) adversary, the hero has to find something within himself or herself that earns the victory. The second outing is where you can branch out into different challenges or power sets. For example in IM2, Iron Man took on Mandarin, I think Hulk2 would have been The Leader, hopefully Man of Steel 2 will be Brainiac, and so on. So I'm sure Blank Panther 2 would introduce an entirely different type of villain.
I also think this trend is going to continue for some of the new properties. Reverse Flash is practically guaranteed to be Flash's villain in Flashpoint. It's possible Green Lanterns might take on Sinestro's Corps (although they might hold that for GL2, and then culminate with color wars in GL3. That said, we do know that Shazam's first villain won't be Black Adam and Ms. Marvel will be fighting against the Skrulls.
