It's not definite but heres my thinking on how they may impact each other (the short version):
First, there were more Bill full sets(30) then Tyler V1(15) and V2(20) made so that's one way that these two are hard to compare to each other.
Right now aside from VM's, there isn't another choice for a high quality Bill full figure. There are only 30 full sets, 20 H & C and 10 clothes only in existence (we'll leave unpainted sculpts out of this). Whoever want's one has to rely on one of these 50(60) sets to become available. And we see how rare they are to come by.
There is only one choice/version for this character as of now, "Brawler Bill". There may be some buyers that jump on this for big bucks because they love and need the character but this may not be the prefered look for them. They're only doing it because it's Bill, and it's the only choice.
By adding a new version to the equation, those people that are willing to spend big bucks on V1 now may prefer V2 for a multitude or reasons. They prefer the look, cheaper, newer...whatever. So interest, demand and commerce swaying from V1 to V2 essentially depreciates V1's stock. Plus what drives a price up is the demand being greater than the supply, and theoretically the supply of this character(generally speaking) would be doubled. Some of this will be neutralized to some degree by the people who will want to own both.
But at the end of the day, the only way that any theory of V2 devaluing V1 would be realistic is if the V2 end product is as impressive as V1. If it doesn't wow the crowd as V1 does, then it will likely have little impact.
