They didn't have to. They could have just casted what they had in protos.
When was the last time you made a custom figure from scratch? Better yet, when was the last time you created molds for mass-production? You can't necessarily produce something en-masse that was originally created by hand or as a one-off. The pre-production figures didn't come off an assembly line. And these new images haven't had hours of Photoshop magic applied to them like the pressers on Hot Toys site either.

It's not like this final product looks any less like Selina Kyle nor Anne Hathaway than anything Hot Toys has shown before. Seriously, Hot toys has never gotten a single sculpt "dead-on" - some better than others, but none even close to perfection. But I still love them.
