I may have asked this question before (sorry) but does anyone know for sure if any part of the suit/figure is made of rubber?

Nope, no rubber. Well,
maybe the lower torso "underwear" crotch section, similar to the trunks on the Rocky figures.
The chest plate armor, back plating, gauntlets and belt are made out of a strong, pliable plastic. It has some give but isn't soft and doesn't stretch. It's quality, I don't think we'll have to worry about it deteriorating. The cowl itself is quite pliable as well, but it's all plastic.
Being the owner of a Hot Toys 89 Batman, is it still worth it getting a Neca one? I probably will end up getting one, maybe two if my local store has more than one if they are nice enough figures. (they are having a 50% off store wide sale so can get them for 50$ or so if any are left).
My only concern is posability. I own plenty of neca predators/aliens but no 1/4 scale figures from them.

I have all the Hot Toys '89 Batman collectibles (figures and Batmobile) and this 1/4 NECA figure only compliments them. Overall, the Hot Toys '89 Batman is the "better" Batman figure with it's superior paint applications and accessories/weapons, but the NECA one does have it's own merits.
- it achieves the unfurled cape pose better than the Hot Toys (don't have to worry about rubber)
- the look and design of the cape and rods are better
- better posability and articulation than the Hot Toys
- more realistic cowl with an actual Bruce Wayne headsculpt underneath
- the body proportions of the suit and the sculpt of the armor is more accurate
- sharper details, especially on the boots and gauntlets
- foldable batarang
- affordable price, $80 for it is a steal
The only thing that is off putting about it is the paint applications on the face (mass produced, Chinese factory paint) and a possible quality control issues. I got two and the paint on one is much better than the other. It just depends on what you get.
