Unlikely, they don't make figures so they wouldn't have rights to products they don't make.
I don't think it's a matter of Rambo 4 being a hard license to get since HCG and Master Cutlery have put out products, as well as Japanese merchandisers putting out a book and the book also lists some items for sale.
I think to some extent, it might be companies feeling that the older version may not be marketable, hopefully not. With HT it might have been lack of a body for it, but now they have hte Barney body which would work great so there's nothing they don't have to make it, just have to get the license and do it.
One thing with the licensing that probably does make things tricky, Rambo 1-3 are listed on the back of the BR quadrilogy as being owned by Studio Canal, where Rambo 4 is listed as Millennium / Nu Image.
