No, U.S. sellers will be carrying both the Ex. version with the scope, which can only be sold to U.S. customers, and the regular version which can be sold to anyone.

If a site is selling both, you have to specifically order the scope version to get it unless your seller has extra stock and decides to throw you a bonus and give you the U.S. version since there's no price difference.

This is one of the most amazingly detailed figures ever. I didn't think they could surpass the previous Sparrows, but from the leather boots to the detail on the undercoat - this thing is unbelievable.

And just unbuckle the belt to get the pieces on - it's not the difficult to redo it.

Is there way to put the wheel in a fixed place on the base or is it just freely on there, and if it's not fixed, what's to keep it from sliding out under the figure's weight?

No it's not fixed, it has the rope that keep it from sliding too far.

For me, it is not being concerned if the belt is difficult to unbuckle, but how fragile the belt might be, which is my I decided to put the pieces on using water. This is my first HT figure, and I don't want to ruin it.

Dont look it in the eyes or else it will fall apart. Do not feed it after midnight. And make sure you NEVER get even a drop of water on it.
Your HTs should be fine then.

Just that my last expensive 1/6 fig, a Medicom Metal Gear Solid 4 Raiden (which I later replaced the part to sell) had his hand joint cracked off

I think these rules mainly apply to the Batman Begins/First Night Out exclusive figure...for the Mark V Iron Man, don't sneeze in the same room as it or the hands will fall off at the wrists and never stick back on; pregnant women, the elderly, and children under ten should avoid prolonged exposure to the Mark V. With HT Superman, if you clap your hands really loud, the "S" emblem will go all crooked and the suit will develop snags; the figure also contains a liquid core, which, if exposed due to rupture, should not be touched, inhaled, or looked at. If Your Captain America figure begins to smoke, get away immediately; seek shelter and cover your head. HT Thor may stick to certain types of skin.
