I can see that. For me, the first thing I thought of was Batman: The Animated Series.

But in terms of cinema, it was the sonar eyes from Batman Forever.

I didn't get a goon so I don't know what they came with, but of Joker and Batman, ya Joker just had the knife, I wish he'd come with his machine gun.

It might be real. Many times, a production mockup uses packaging from other figures.

Although usually the packaging is pre-existing from another figure with that figure's name on it. The fact that "Two-Face" is on there makes me think it could be a Photoshopped fake. Only time will tell, I suppose.
