Not in the current iteration, but in the original, he was the head of the military. I think Urko was also in the horrible 90's version, played by Michael Duncan Clark. The original Urko would be the best version. It seems like it'd make more sense to put Caesar on the horse, but it could be a licensing thing or maybe they're going for nostalgia.
