But Dragon Ball as Saint Seiya always have a repaint in tamashii nations event, can do a special stage or something similar but it´s probably we have a repaint for this SDCC 2014.
If they do an exclusive figure for SDCC, they lost a lot of money because dragon ball has global impact, you´ll see in 2014.
In that list i see a SHMonster of 90cms, it is normal that they did limited quantities of this figure, because the market is limited.
In others SDCC you can see a lot of quantities of SDCC Ex in a lot of pages like anime-island, toyarena, toywiz, amazon, ebay, yahoo....It´s normal because these webs have a contract with bluefin, that they offer their figures to anothers webs or countries.

In that case I highly doubt a repaint unless it's Goku God mode. Krillin seemed to be an apeasement between manga and anime style, and I can't really see them bothering to repaint norm goku or ssj vegeta.
Honestly, I wouldn't be surprised if Broli were the sdcc14 exclusive, that be mad hype, would attract a lot of attention to their booth and it would allow them to test a bigger figure in more limited production numbers.
I for one would like new releases as exclusives only if it means 1 more new release per year. Otherwise it's kinda sucky.

An option package would be great, I'd dig that, but I think they want something more widely eye catching.
