Definitely in for Thanos, black widow, hulk buster, and Bucky. Probably not the others, would only buy another spider man or black panther if they had unmasked heads
I think it's to do with the fact that Marvel isn't as popular in Japan as it is in the U.S. (where until recently they couldn't even get their figures in), as well as the fact that the S.H. Figuarts line tends to have a much smaller output of figures anyway. I mean, look how long it took to get Hawkeye and Black Widow from Age of Ultron. Even if it's what they teased, I don't think getting the entire cast of AOU or Civil War was ever really feasible for them.
While I agree too a certain extent, I bolded things to talk about.
AoU needed 3 more figures and CW needed 6.
For Marvel being not as popular in Japan as it is in America, I point you to the Dragon Ball line, where American/international sales saved it from cancellation.
Even so they can just make every figure a Tamashii Web, like they did.
Now lets look at what they made, what they missed, and what they could have done.

This makes AoUs total needed line up 12 releases. 2 more releases is feasible when it's a specialty item and something they can reuse.

Then just release the rest, AoU had 10 figures, IW already has 10 figures, CW only needs 11, and like I said Vision is the same mold. It's extremely feasible when you look at it like this. CW just needed the same amount of releases as AoU and IW with a repack. You can't tell me that it's not feasible to do a full CW line when AoU and IW have the same amount of releases as it needed.
Based off of what they have released, 10 for AoU and 10 for IW, 12 for AoU and 11 for CW(where one is a repack) is very feasible, if you have a rebuttal I'd love to hear it. I'm sorry if I sound mean, I don't have that kind of tone when I'm reading this out loud to check it. It's more informational. I'll end here, I have to go to work. As a side note, I'll talk about how to do an IW line-up in this spoiler tag, since it's not apart of this conversation but you can still check it out and see how it's feasible to make 23 figures.

That's why I made the point about how until relatively recently, they weren't able to have a big presence for Marvel figures in the U.S. market. Doing whole teams like that probably simply wasn't financially sound. And again, while they did eventually come close to completing the AOU cast, it took quite a while due to their output. That's why I brought up the case of Hawkeye and Black Widow.
They're not alone in that regard; I don't think any other company regularly does complete team line-ups like that. The closest exception is Hot Toys, and even they missed out on Spider-Man in Civil War because of licensing restrictions.

Yea they were web exclusives in Japan so bluefin really was your only choice if you didn’t wanna pay up front. It sucks when they do that since I already have the lightning effect. With these though, you should be able to PO at all the Japanese import sites without paying up front. Except for black panther that is.

Tamashii's instagram page is showing international releases for Black Widow (explostions), Black Panther (rocks) and Spider-Man (a stand of some sort), with those respective acccessories. So some options! I might import the others, but I'll get the US release of Black Panther. If I wait I'm sure I can probably get it cheaper on sale than doing the web exclusive.
