If they just do the mechanical detail right behind Palps (so a little under half of the crane arm that I showed, really just the metallic backing board and bulb/wires directly behind) it would be less effort than those 50 arms/accessories they made for the DX R2D2 - that 1/100 people would actually use for display.
The point of reference I would use is the weather vane for the DX Luke Bespin - simpler design for sure, but larger then this and in that case not really essential at all to the display of the figure - that Luke weather vane is like 2' tall and I've only seen a handful of people display it over the years.
If they just did the bulb of mechanics behind Palps it would be well within the realm of a regular figure release accessory. And again, it's half a figure - he has no legs and possibly even hips area. Done this way it would be no more pricey than a regular figure:
And yeah, to me it's like Jango - a cool variation on a classic OT character. While how it became possible (ie Palps surviving the DS explosion - or whatever) is utter nonsense I kinda liked the idea of Palps as a meat puppet on this huge crane arm - very David Lynch ("Mommy, mommy... " from Blue Velvet), who was approached to direct ROTJ. What a SW movie that would have been![emoji38]
