Maybe its been suggested, but couldn't they package it together with an already existing figure? Like an Antman/Spiderman or Iron Man/Spiderman pack? Why does it have to be a new figure

Apparently they can't sell any Spidey product on its own, it needs to be accompanied by another character

They came about because the licensing deal apparently requires Spidey to be sold only in multi-packs, no single figures.
