Actually, Ian McDiarmid did say in an interview that he was wearing black Japanese-style pants and a t-shirt underneath the robes in ROTJ.

Actually I have a gift certificate that might work for the throne...

The cane, well... looks exactly like Hasbro's... there's really nothing to it...
Looks just like this:

The outfit is pretty awesome though... don't know if it's been said, but the sleeve's "wrists" are wired, like the hood, so that helps a lot with the look of the robe.
