Valfar's been banned for like 8 months now.

When a temp-ban expires (regardless if the user decides to come back or not) their original avy/signature/profile pics return, their pm function is restored and also their visitor messaging function is restored.

Both Valfar and CelticP have visitor messaging turned on which is why you can see visitor messages on there (Skiman e.g. has it turned off which is why you can't see any visitor messages on his page). But you'll notice you can't post on Valfar or Celtic's page since both are currently banned.

That's an easy way to tell.

No.

If a person has visitor messaging turned on (like Valfar and Celtic P) but you can't post on their (like me, I'm on both of their friend lists) that means they're still banned i.e. it's not that their temp-ban was up and they just never came back. Which was suggested.

Celtic was probably temp-banned. So I'm sure he'll be back. Valfar I'm not sure about because he had been temp-banned a few times previously so I wouldn't be surprised if he was finally perma-banned.
