I don't see XM pulling a "Throg" or "dawg" move on this statue so I would assume it's a package deal

And yes, it's a full package. You get both the full grown Pym and MiniMe Pym and the Ants.

The ants are coming out of the sewer grate! Nice! Personally, I like the sewer grate, so that it ties Ant Man into the rest of the Avengers.
