I thought individual votes went towards determining who wins counties, which goes into determining who wins states, which determines the electoral college vote allocations, which determines who is President? So while it is not one person one vote, voting does matter, even in this convoluted way.

Unless of course there is some shenanigans going on.

No you're right, but dissent from the system is outlawed in some states, and in the event it does happen, rarely would the elector's decision affect the outcome of the state anyway.
