Priests have been molesting children for hundreds of years. There had been an official policy of how The Catholic Church is to handle it established about 500 years ago, which is basically to transfer the priests to new parishes.
Nothing new there. There is an old saying among monks which is that "As long as there is wine and young boys around there is no need for the Devil to tempt us."

If anything, with some priests finally being brought up on criminal charges, I would say they are getting away with it less. Per capita, anyway.
