Probably. I told her that if she got the size more accurate, she'd sell more of them. I also told her that a lot of people on here are quite particular about such things and that I was going to post my photos on here so you all could see the scarf on the actual figure. So she won't be surprised if she gets a couple of complaints. Just shoot her a message.
I'm going to be very upset if I ordered two 1/6 scarfs and she has sent me two 1/4 scale ones...

Hello! Yes, I certainly can. I have been making these scarves with only my armored Loki to test against, and since the first one I custom made got good reviews from it's recipient, and they looked about right on my dolls, I didn't realize that they simply were too big until now. It's just not the same without seeing the suit on him, and I don't think I compensated enough on mine for how much his shoulder armor shortened it.
So I am tweaking my pattern right now. I'm actually considering sending a few test ones to the nice person who took those pictures so I can get it just right, and offering an at-cost second scarf to the dozen or so people who already have been sent one of the larger scarves with me covering shipping. It would be about 3$ total.
That said the people who have ordered and who I haven't sent to yet like you may have to wait longer for theirs. I hope that's alright, but after seeing how big it was in those pictures I want to get it just right before I send out more. Perhaps once there are test scarves photographed everyone on the forums can chip in on if any more tweaking is needed or if it's ready to send. : )
I hope that answers your questions, and please feel free to share any of this with your forum mates (assuming that's where the picture came from?) I don't want anyone stuck with a disproportionate scarf.
