No, it's similar but there are a lot of differences between the two outfits. Aside from there being less armor, it's much more dressed down in general. I suppose most people don't look at the two outfits closely enough to realize the differences, but they are definitely not the same.

i've been looking at this for most of the afternoon, comparing the two designs and what not. I'm supposed to be working, but, meh...
and so far i've come to the conclusion that, although different, there are enough similarities that i think if someone really wanted to, they could alter this into the more dressed down 'civilian asgard' outfit
it depends on what is underneath the Hot Toys armour, which i suspect will not have any hidden details as they won't have designed it to come apart.
nonetheless, if you remove most of the plating, you pretty much have the dressed down outfit, it's the shoulders that will throw a wrench into the whole thing
from what i can tell, the armour version does not have the black 'shoulder pads' underneath that are on display on the dressed down outfit. if you can make them you've pretty much got it
i'm tempted to get another purely to try this. but that's a scary thought if i'm wrong
