I think they are doing a 12" Bub aren't they? My kid has the action figure sized Bub, and they are making a Dr. Tongue. But I could've swore some 12" were in the works also.

In the past no, No pre-order cancellation fee. I do not know if things will stay that way or not. I hope they do just incase.
