Superman just doesnt have a great group of foes.

Batman is more interesting because his bad guys are more interesting.

Superman might be the most powerful being in the entire universe but that is not any good when ur foes are boring or not interesting.

Even lex luthor is weak when you realize superman has the ability to kill him at any time and make it look like an accident.
