One thing that bothered me in the movie was after tonys MIT speech why did he walk towards that lady. How'd she know he would. Seemed bizarre.

A better question is how Zemo knew that Tony would somehow find out Capt's location and go fight him at that precise moment and place where Zemo has that little tv set up with the video showing the winter soldier killing Tony's parents

My first initial viewing I thought it was too convenient too. But after watching it again Zemo planned it. That's why he leaked the dead body of the doctor in the hotel with the maid when he did. He really didnt have to lure Tony there. Can you imagine if he let it play publicly and thats how Tony saw it? I think he could have hacked anything and the result might have been to his liking.

I think that footage was Zemo's contingency in case the Avengers put aside their differences and came after him instead, which they obviously did (sort of.) Cap and Bucky coming alone would have been worst case scenario for him since they were the only two who already knew about the Stark murders but any other combination of heroes would have most likely led to Stark either watching the footage firsthand or hearing about it from someone else like Rhodey or Vision and then he still would have immediately proceeded to try and kill Bucky.

The convenient part was Stark going alone because that made for good drama obviously but Zemo's plan was sound either way.

Tony was going to the elevators and she was just waiting to see if he would come that way.

From the look on her face, she wanted to confront him but didn't know how. She was waiting for the elevator, because she was scared, then Tony walks right towards her. She didn't know what to say or how to say it so she goes in her bag for the picture which freaks Tony out.

BTW, the actress in that scene with Tony is Alfre Woodard, who not only did the voice of T'Challa's mom in the Black Panther motion comic, but was also in a movie with RDJ called Heart and Souls back in the early 90's.

I think that since Tony was dipping from the annoying host he took the only service elevator to avoid detection and she commented on his speech so she must've been watching and followed him and got into position just in time.

Yeah that works.

Well Zemo was smart to have the video where other potential Super Soldiers could be alive, he created good bait for the appropriate catch of the day.
