Yeah, I had been noticing that on all the bus adds. No mask, just Evans mug. If there's one thing I still dislike about the Rami Spider-Man films it was that there's too much of Toby's face and not enough SPIDER-MAN!!! I hope this doesn't follow suit, though the trailers would seem to indicate that this is a non-issue.

I guarantee you that in this film they'll be a final battle that will require Evans to remove anything on his face and fight it out. Not much of an issue as Rogers doesn't exactly hide that he is Captain America but that is sort of Marvel's thing.
