You've got to cut the little rectangles on either side of the cape.
Gently make a small incision with small, precision or sewing scissors or an exacto knife (make sure you don't cut through the other side of the cape) into the rectangle. Slide the dowel into the hole you made, and viola, Batman can spread his cape like in the film.

Honestly, I don't remember. Are they smoke bombs? I just thought sticking all three in his hand that way looked cool.
I haven't had time to catch up but I think you're right. We never saw them in the movie? I don't ever recall them but I do remember the glass breaking sound. Since they have clear parts.
They don't really get screen time, he throws down very quickly to escape Axis and that's the only time the smoke is used in the movie.
Don't forget the Art Museum. The film was always shockingly Doom3 game dark on SDTV's back then I couldn't see squat at times. Even that weapon at the gargoyle.
