That's because you don't understand that Coulson isn't obscure.
He's quite possibly more popular than Thor.
It matters because these are toys, and accessories are understood to be a core component of the action figure medium.
And people are unhappy when this is the case. Look at all the (rightful) complaining going on about Catwoman coming with a pair of hands and a single accessory (a pistol).
They'd sell more than if they were sold on their own - but they'd sell less than the more popular characters would sell if those popular characters weren't part of 2-pack. (i.e, Fox/Commissioner Gordon would sell a lot more than just Fox, but also a lot less than just Commissioner Gordon).
For most collectors, the pack-in would just be an extra $200 price-tag on the figure they want, and all they get for their trouble is an extra figure they don't want anyhow.
Fans and collectors focused on very specific, narrow lines and collections would want them - broader collectors would pass them over. It's in Hot Toys' best interest to release figures that appeal to both groups simultaneously.
People buy the toy because of the character he represents. Coulson is a desirable and hugely popular character.
Agreed, which is why it's not a surprise that he's been rumored to be in the works. You should ask yourself "What is the difference between Blake and Alfred, as it applies to making an action figure?" You'll find that there are quite a few.
Importance to the trilogy is not really much of a criteria used in determining whether or not a character that is made into a figure.
They made Crane a few years ago, as a Toy Fair Exclusive.
I still can't believe they made Coulson but other characters who were actually pretty major throughout the entire Dark Knight Trilogy such as Alfred or Lucius Fox weren't made. I know some people argue about limited appeal but I don't see how they'd be any more limited than some of the obscure figures (Coulson included) that get made.

Really how is Coulson that much more toy worthy? He's a plain guy in a suit, so he has a walkie talkie and a gun so that suddenly makes him more worthy of a toy?

Well, I disagree strongly about Blake and Gordon (and Alfred), because Gordon and Alfred are important for the Trilogy, and Blake is one of the main characters in TDKR (and Talia, sure).
