It's not a huge deal to me if they don't release a set, but to me it would make the most sense to release the bat-signal that way only from a marketing standpoint. The very first footage the general public ever saw from this movie was Armored Batman standing next to the bat-signal with the big blue red eye guy in the sky. That image is seared into my mind and I imagine plenty of other people as well.
For me, it's similar to the HT Iron Man Mark 3 construction version. I considered buying it, but it didn't make sense without a Tony Stark because remember him in the shop repairing the suit. If they had sold a Tony Stark (that looked the way RDJ did in the first movie) with the Mark 3 as a set I would have bought it.
The Dark Knight Rises signal doesn't carry the same resonance IMO. I have no memory of Blake using it. He probably did, but did it hold the same weight as Gordon using it at the end of Batman Begins? Hell no, and that's why the Blake Bat-signal set has failed.
Again, I don't think anyone should feel like they are being forced to buy something they don't want. I would have liked HT to release Armored Batman by himself and release him in a set with the Bat-signal. They did the same for RoboCop, why can't Batman get the same love?
