So what happens when a figure gets waitlisted? Does it mean they get sold out from the get go?

If it's waitlisted then their stock is accounted for, so only typically through returns or people cancelling their payment plans would free up some figures.

Didn't have to cancel the SS waitlist. It doesn't automatically convert any more. I opted not to purchase it though. I certainly don't need two of Palpatine.

Finn is the petfect choice really. He could just whine the emporer into submission.
